Wilkes & Liberty supported HHS/CMS web modernization as a lower-tier subcontractor through ScopeInfotec, the prime contractor, from October 2022 through August 2025. The work brought headless Drupal engineering, editorial workflows and frontend performance into the same delivery scope.

The publishing problem

A federal health-information platform must serve public readers while supporting the people responsible for its content. Editorial permissions, review and publication need to work with the frontend that delivers the information. A change to one side can affect the reliability of the other.

Our contribution

Our contribution spanned the headless Drupal content platform, editorial workflow modernization and frontend performance. The engineering work connected the publishing operation with public delivery so content structure and operating requirements could shape the implementation together.

What the experience informs

This engagement informs our approach to content platforms: understand how editors work, define reusable content structures, establish review responsibilities and test the path from an approved change to its public presentation. Performance and maintainability belong in that path alongside content integrity.

Engagement scope

This account describes Wilkes & Liberty's contribution within a larger delivery program. The stated contract role and dates apply to the HHS/CMS engagement. Individual experience on other federal programs is identified separately in our portfolio.
