Engineering for the Mission, Not Around It

Wilkes & Liberty, LLC is a registered federal vendor and technology firm specializing in headless CMS development, sovereign infrastructure, DevSecOps, zero-trust identity, and governed agentic AI for federal civilian agencies and defense organizations. Our principal engineer holds direct past performance on multiple federal web platforms across HHS/CMS, USPS OIG, and the federal pandemic oversight portfolio. We build purpose-built systems where security-by-design, auditability, and operational alignment are requirements from the first line of code — small enough to move at mission speed, disciplined enough to operate where the requirements are non-negotiable.

Why Wilkes & Liberty

  • Sovereign-environment engineering. Our architecture assumes constraint: on-premises deployment, controlled connectivity, and full auditability are default postures, not special requests. We design systems that work where commercial SaaS can't follow.
  • Open source without lock-in. Maintainer-level expertise in open-source platforms means the government owns what it pays for — inspectable code, community-standard practices, and no proprietary black boxes between the agency and its mission data.
  • Governed AI, not AI theater. We build agentic AI systems with least-privilege tool access, human-in-the-loop authority, and complete audit trails — and we develop the open-source security tooling that makes those controls real.
  • Knowledge transfer as a deliverable. Every engagement closes with documentation, trained personnel, and a codebase the government team can own. We measure success by what your organization can sustain without us.

Past Performance

HHS/CMS — Web Platform Modernization. Principal engineer on the HHS Centers for Medicare & Medicaid Services web platform modernization, delivered in partnership with Scope Infotec (prime). Headless Drupal CMS implementation supporting one of the highest-traffic federal health information properties in the country — content architecture, platform engineering, and delivery on federal timelines.

USPS OIG — Multi-Agency Drupal Distribution. Principal engineer for the USPS Office of Inspector General and affiliated oversight entities. Built and deployed a shared Drupal platform distribution supporting the Inspector General's public web presence, meeting federal accessibility, security, and compliance standards across multiple entity deployments.

pandemicoversight.gov — Federal Pandemic Oversight Platform. Contributed to the public-facing web infrastructure supporting federal pandemic spending oversight — a primary public transparency resource during one of the largest federal emergency spending programs in history.

Contract Vehicles & Procurement

Wilkes & Liberty, LLC is actively pursuing GSA Schedule registration. We are currently available for:

  • Direct award under the micro-purchase threshold and simplified acquisition procedures.
  • Subcontract and teaming arrangements with primes holding GSA Schedule, SEWP, CIO-SP3, or agency-specific IDIQ vehicles.

For prime contractors, we bring specialized capacity that strengthens proposals and de-risks delivery: niche open-source platform expertise, modernization velocity, and a governed agentic AI capability that differentiates a technical volume. Contracting officers and BD directors at primes are encouraged to contact us to discuss scope and vehicle fit.
