Wilkes & Liberty is a South Florida technology firm that designs, builds, and operates sovereign technology platforms for defense contractors, federal agencies, and mission-critical commercial organizations. We specialize in the systems serious organizations depend on: headless CMS infrastructure, DevSecOps pipelines, enterprise search, zero-trust identity, governed AI, and the sovereign data and observability platforms that underpin them. Our clients are organizations where the technology has to work — not nearly work, not mostly work — and where dependency on hyperscaler availability or commercial SaaS licensing is an operational liability, not a minor inconvenience.
What We Believe
Wilkes & Liberty was founded on a specific conviction: sovereign, independently operated technology is the correct foundation for any organization that cannot afford to outsource control. The commercial cloud ecosystem was built for convenience. Defense and government organizations — and the commercial sectors that mirror their rigor — need something different: infrastructure they own, platforms they operate, and architecture that does not require a vendor's permission to function. That philosophy informs every engagement, and it is not aspirational — our own production estate runs end to end on the same sovereign architecture we deliver.
Past Performance That Preceded the Firm
Jeremy Michael Cerda, Founder and Principal Engineer, brings deep federal digital infrastructure experience to every project. His past performance spans some of the most consequential federal web platforms in operation: web modernization at HHS/CMS supporting one of the highest-traffic federal health information properties in the country, a multi-agency Drupal distribution for the USPS Office of Inspector General, and platform contributions to pandemicoversight.gov — the federal pandemic spending oversight site. Each engagement was high-visibility, high-stakes, and delivered on a federal timeline with measurable impact on the public's ability to access and use government information. How We Work
Our approach is engineering-first, open-source-native, and driven by Infrastructure-as-Code from the first line. We do not lead with vendor recommendations; we lead with architecture, and the platforms we recommend — or build — are the ones that place operational authority in your hands. We author and maintain published open-source modules for AI-agent governance on content platforms, and we run our own delivery on orchestrated AI agent workflows with a firm rule: agents accelerate the work, accountable humans own every merge and every publish. The result is a small firm with the delivery tempo of a much larger one, at a standard of review that does not bend.
