Preserve the meaning of the source
A record needs an identity, owner, status and origin. Those details distinguish a current decision from an old proposal. Ingestion and retirement rules keep source changes visible in the material people retrieve.
Enforce access during retrieval
Permissions constrain the search itself. Evaluation includes both records a caller should find and records that must remain unavailable. Public content and private knowledge use separate retrieval paths where their trust boundaries differ.

Manifest is the data layer within Memento, supporting controlled ingestion, retention and application or agent state. Your team defines what persists, for how long and who may use it. Delivery includes source maps, retrieval configuration, relevance checks and reindex and recovery procedures.
